I believe that the tempo actually meant "BARS or measures per minute" as was frequently referenced in ice dance. So, for a Waltz (3 counts per measure), the Metronome or Beats Per Minute (BPM) would be 3 counts per measure times 36 or 44 measures per minute would equal 108 BPM to 132 BPM for this Waltz.
